I presume you've got a LaTeX 2e system, rather than the 2.09 that the
dvipsk palatino was written for.
2e has a much different system for using PostScript fonts; you need to
get the psnfss distribution from CTAN (tex-archive/macros/latex/
packages/psnfss) and read, mark, learn, and ... install.
Sadly, it's nothing to do with young Quick (actually, he's probably a
hoary old professor by now ... or a nervous wreck in some institution)
